I am directed by Secretary Sir E. Grey to transmit
to you herewith to be laid before Mr. Secretary Harcourt,
the draft of instructions which, subject to the
concurrence of Mr. Harcourt Sir E. Grey proposes to address
to the British delegates at the approaching International
Conference to be held at the Hague.
As the delegates leave London on the 29th. instant,
I am to request that an early reply may be returned to
this letter.
